Portal sites are great at getting search engine traffic, and can potentially promote your site if you advertise with them. You will have to pay them to promote you, and there are many ways that this can be done. You can offer content for their site, you could let them join your affilliate program, or just pay them for a banner space. In any case, portal sites are ideal for boosting traffic to your own site.
If, on the other hand, you are just looking for a good market to get into, you can do a search on any search engine for keywords in your market, and if a lot of portal sites come up, then you can be reasonably sure that it is a good market to get into.
